First, as indicated in the artcle, the ultimate consumer does not make the choices. The doctor does. Another reason the models don’t work here is that the ultimate consumer does not understand the costs of health care so is not price sensitive. This is because they are either covered by a commercial insurance of which they pay a fraction of the cost or they participate in Medicare or Medicaid. Because a majority of patients are insured by some program and are not price sensitive, the folks that are not insured have a difficult time shifting the demand curve so don’t even enter the system unless there is no choice.
